Ms. McGowan has been a hydrologist and water resources engineer in Colorado since 1982. She has worked on projects throughout Colorado, and in many other states including Wyoming, Montana, and Michigan. Ms. McGowan has expertise in water rights and availability analysis, ground water investigations and modeling, and environmental studies, and has been qualified as an expert witness in Water Court on numerous occasions. She is a registered Professional Engineer in Colorado, and a member of the Colorado Ground Water Association, a Past President of the Colorado Section of the American Water Resources Association, and a member of the Association for Women in Science.
Ms. McGowan graduated Summa cum Laude from the University of Arizona in Tucson in 1979 with a Bachelor of Science degree in Hydrology, and from Northern Arizona University in Flagstaff in 1981 with a Master of Science degree in Forest Hydrology. Ms. McGowan has lived in Denver and worked in the water rights and water resources consulting field since January, 1982.
