Ms. McGowan has been a hydrologist and water resources engineer in Colorado for over 25 years. She has worked on projects throughout Colorado, and in many other states including Wyoming, Montana, and Michigan. She has expertise in water rights and availability analysis, ground water investigations and modeling, and environmental studies, and has been qualified as an expert witness in Water Court on numerous occasions...Isobel is a registered Professional Engineer in Colorado, and a member of the Colorado Ground Water Association, a Past President of the Colorado Section of the American Water Resources Association, and a member of the Association for Women in Science.
Ms. McGowan graduated Summa cum Laude from the University of Arizona in Tucson in 1979 with a Bachelor of Science degree in Hydrology, and from Northern Arizona University in Flagstaff in 1981 with a Master of Science degree in Forest Hydrology. She has lived in Denver and worked in the water rights and water resources consulting field since January, 1982.
